THE POSTAL Service made a rare announcement the other day: It added a new commemorative to the 62 stamps previously disclosed for 1993. The new 29-cent stamp, which will salute the 150th anniversary of the Oregon Trail, is a single-issue commemorative. In the not-too-distant past, stamps celebrating such a historic American event were the mainstay of the commemorative stamp program.
