IN A civil war that has become as much a fight about people as about territory, Sri Lanka's army appears to have gained control over considerable amounts of both in recent weeks. A big military operation against Tamil Tiger strongholds in the northern Jaffna peninsula has gone well. The government's armed forces have made dramatic territorial gains in areas under rebel control for more than six years.
