David Mamet's "Speed-the-Plow" is a veritable hornet's nest of a play about the struggle for power in a cesspool called Hollywood. But it don't mean a thing if it ain't got that sting. And the most you get at the Kennedy Center's Eisenhower Theater is an insistent hum. Mounted for a month's run here, the production seems the victim of a brownout. Enough juice isn't reaching the stage to produce the desired pyrotechnics. You get the idea, but not the spectacular effect. A mere 90 minutes in length, the work is sure to alienate some for its foulness of tongue. And no one's going to cozy up to it...
