IN HIS speech today Tony Blair will try at last to answer definitively a question that has dogged him ever since he became Labour Party leader five years ago: what is the distinctive purpose of his political project?

Until now his responses have either been vague ("modernisation", "a new Britain") or uncontroversial ("better public services", "a sound economy").

Todayhis speech goes an important stage further.

The Prime Minister has taken a deep breath and decided to use a word that seemed to have slipped from Labour's lexicon. Mr Blair says his ambition is equality.
