LIKE REPUBLICANS, Democrats are filling up their roster of 1988 hopefuls. Most frequently mentioned as presidential candidates are Senators Gary Hart, Joe Biden, and Bill Bradley, Governors Mario Cuomo and Bruce Babbitt, and Representative Richard Gephardt. In August a new name surfaced: Paul Simon. The first-term senator from Illinois is a former five-term congressman, lieutenant governor, key wheel in the Daley machine, newspaper publisher, college professor, author, and Lincoln devotee.
