LIKE REPUBLICANS, Democrats are filling up their roster of 1988 hopefuls. Most frequently mentioned as presidential candidates are Senators Gary Hart, Joe Biden, and Bill Bradley, Governors Mario Cuomo and Bruce Babbitt, and Representative Richard Gephardt.
