WASHINGTON - The stakes grew for five senators under scrutiny by the Senate Ethics Committee this week as a bank regulator said their political pressure increased the cost of the taxpayer bailout of Lincoln Savings & Loan and the committee subpoenaed a witness who could be toting "a smoking gun."
