Gov. Dukakis yesterday appointed Robert N. Werlin the new chairman of the Massachusetts Department of Public Utilities starting in September. Werlin, 40, replaces Bernice K. McIntyre, who served as DPU chairman for three years. McIntyre said she intends to take some time off and has no definite plans. Werlin, a Stoneham resident, joined the DPU in 1984 as a hearing officer and attorney in the telecommunications division and became the agency's counsel in July of that year.
