The D.C. government seems to have decided that it can increase the revenue from parking meters and parking fines by reducing the number of spaces reserved for handicapped motorists and by reducing the time a handicapped driver can park in a metered space without putting more money in the machine. This is a blatant attempt to bring in a commuter tax by the back door. It is also in violation of the Americans With Disabilities Act and other federal, state and local laws that protect the rights of handicapped persons.
