AHEAD of the looming budget, 10 and 11 Downing Street are displaying a touch of unwonted solidarity in their determination to cut the burden of regulation on business. Which perhaps proves that Brown and Blair really are scoundrels, in that every government of modern times has pledged to stem the torrent of form-filling and inspections but none has built a dam.

However, good may yet come from a couple of investigations, one by Sainsbury's chairman, Philip Hampton, on behalf of the Treasury and a separate one by the Better Regulation Task Force.
