The stinging defeat of the Comprehensive Test Ban Treaty (CTBT) - the result of 51 Republicans courageously voting their consciences rather than yielding to pressure to approve a fatally flawed treaty - is being portrayed by the Clinton administration, congressional Democrats and their allies as evidence of the GOP's embrace of a "new isolationism."
