The purpose of low-probability-of-intercept (LPI) radar is to detect and track targets without being detected by EW receivers. Thus, an LPI radar is one that satisfies this very broad criterion. Whether or not a radar is LPI depends on what the radar is trying to do, what kind of receiver is trying to detect it and the applicable engagement geometry. For purposes of this discussion, we will call the intercepting receiver system an electronic-support-measures (ESM) receiver.
