The Israel Minister of Industry and Trade is occupied with a two front controversy concerning R & D funding policy. On one front the Finance Ministry is opposing a NIS 360 million boost to the chief scientist's R&D budget. The Minister of Industry and Trade says that without this increase, R&D funds will run out by the end of July 1998. The Minister emphasized the need of maintaining strong R&D funding. He quoted a R&D study by the Bank of Israel proving that between 1990 - 1996 spending on R&D showed a return on investment of 30 percent. This compared to a 15 percent return from infrastruct...
