Fairfax Supervisor Elaine N. McConnell (R-Springfield) has suggested that the county consider incorporating as a city. Such a move would allow its local government to raise some taxes, such as those on cigarettes, meals, hotel rooms and tickets to movies and other cultural events, and keep more money in its own treasury.
