CHESAPEAKE -- Public Works Director John A. O'Connor - who has spent nearly two decades with the city and heads its largest department - has been sent a termination warning, according to numerous Chesapeake officials.

The officials, who refused to speak openly about the sensitive personnel matter, said O'Connor had been sent a letter last week informing him of the city manager's intent to terminate him if he did not make requested changes in his department.

O'Connor could not be reached for comment this week.
