CHRIS MILLS was born in a Virginian backwater like the "Nowhere Town" described in his first, forgotten single, and spent much of his adolescence in the agricultural Midwest, credentials seeming to condemn this 25-year-old to the "alternative country" herd. But, though folk and country was played around Mills as a child, his Army family forced his relocation across America and Europe, and time at college in Chicago also tore at his roots.
