JOHN LOTHROP MOTLEY, an American historian, virulently presented the Protestant Anglo-American version of Philip II of Spain in his classic "Rise of the Dutch Republic", published in 1856: "a mediocrity, a pedant . . . his mind incredibly small . . . a bigot, grossly licentious, cruel . . . a consummate tyrant".
