Paris is on a roll when it comes to fall fashion. Designers, delighting in the flouncy, frothy femininity that they first introduced last January by way of the couture, came on strong with the frivolous look for the ready-to- wear. If New York skirts are short, Paris skirts are shorter; if New York has off-the-shoulder sweaters, Paris has jackets falling so far off the shoulder that a peekaboo bra shows from underneath. If Calvin Klein can show knee-high suede boots, Yves Saint Laurent shows them higher, on longer legs, and has them studded all over with colored jewels. And so it goes. Those ...
