NATO forces have been slow to move into control of the Kosovo, Yugoslavia, area following the withdrawal of Serbian forces and, as a result, the Kosovo Liberation Army (KLA) has taken the political initiative. Since the KLA has its roots in communism, and has gained a reputation for drug smuggling, some view this development with apprehension.
