SO WAS it a victory for Tony Blair or Gordon Brown, this astonishing increase in health funding? The First and Second Lords of the Treasury sat shoulder to shoulder on the front bench yesterday to hear the debate on the health budget they've jointly created. Cui bono? In the looking- glass world of politics there aren't victories, only defeats.

In this case, I think we can reasonably say that in their plans to treble the health budget, both Mr Blair and Mr Brown have been defeated. And looking on the bright side, Alan Milburn will probably be destroyed as well.

Mr Brown was thrown down first...
