IN HIS 18 months as South Korea's president, Mr Roh Tae Woo has tried to nurture a reputation for being mild-mannered and tolerant--valued qualities in a man who used to be an army general. Yet, early in the morning of August 2nd, Mr Roh allowed security men to haul off Mr Kim Dae Jung for 20 hours of questioning. Mr Kim is the leader of the biggest opposition party in parliament.
