SOMETIMES those old stamp designs are the best designs. That's what the Postal Service may have had in mind this week with the release of this year's Christmas stamps. They feature four Christmas wreaths, essentially the same design element used in 1962 on the first Christmas stamp. Of course, a lot has changed in 36 years. That first Christmas stamp cost 4 cents and it was hand-engraved, printed on intaglio presses in Washington.
