WASHINGTON -- A potentially costly misunderstanding over implementation of the pharmacy provisions of the Omnibus Budget Reconciliation Act of 1990 (OBRA) has been resolved through the intervention of the National Association of Chain Drug Stores.

The issue arose when Christine Nye, director of the Health Care Financing Administration's (HCFA's) Medicaid bureau, responded to questions about implementation of OBRA provisions that are scheduled to take effect on January 1, 1993. Those provisions mandate drug utilization review (DUR) and patient counseling for all Medicaid patients.
