ALAN CRANSTON was one of the most astute Senators of his generation, a liberal pragmatist who passionately advocated arms control yet was an expert at brokering the backroom deals which oil the wheels of any successful legislature. No-one, Robert Byrd, Cranston's colleague from West Virginia once admiringly remarked, could more skilfully predict how votes would go.
