THE latest figures on the North-South divide confirm a trend long evident to those living on both sides of the split. London is becoming younger, more prosperous and better educated, while the North and Wales decline. What is more surprising is the extent of London's effective "suburbs" today, as the capital sucks in commuters from as far away as Leicester and even Plymouth. This picture is likely to give ammunition to those in the Government who favour greater devolution to the regions. Champions of regional assemblies, and of proposals such as moving up to 60,000 Whitehall civil service job...
