Former John Hancock lobbyist F. William Sawyer understandably said he was happy his federal fraud conviction has been overturned, but there can be no talk of vindication for Sawyer or for the pattern of lobbyist largesse to state legislators that was detailed at his trial. Noting that differing state and federal statutes were involved, a federal Appeals Court found Sawyer broke the state law limiting gifts from lobbyists and "knew his gratuities were unlawful."
