NO SINGLE government-wide policy controls the granting or withholding of security clearances. Individual departments and agencies have their own regulations governing federal workers, and an executive order signed by President Eisenhower in 1960 controls procedures for employees of contractors. The Reagan administration wished to consolidate and reform the process, and a task force for this purpose was established in 1984.
