THE DECISION BY New York's outgoing U.S. attorney, Mary Jo White, not to bring criminal charges against Sen. Robert Torricelli is something less than a vindication of the New Jersey Democrat, and it does not answer the ethics questions that have dogged him in recent years. Ms. White's decision may reflect a judgment that Mr. Torricelli did nothing wrong, or only that she could not prove transgressions to a jury beyond a reasonable doubt.
