A key part of the original Agenda for Change terms and conditions was the arrangement to pay for working unsocial hours. This was piloted alongside other terms and conditions of service in the 12 'early implementer' sites in England. The piloting commenced in June 2003 and a review of the experience in the early implementers began in 2004 in readiness for a final agreement to be implemented in October 2004.
