An unidentified motorist was shot in the head and critically wounded late last night on a quiet Capitol Hill street in a bloody incident that startled and stunned neighbors. The shooting occurred in the 700 block of A Street SE a few minutes before midnight after what neighbors described as a loud argument. The shot, which struck the victim in the back of the head, apparently was fired while his car was moving.
