Iran has presented mixed and contradictory signals to its neighbors regarding its foreign policy intentions. Its president, Mohammed Khatami, has made visits to several Arab countries in which he announced Iran's desire to improve relations and disavow impressions that it is still trying to dominate their region. Recently, however, an Iranian opposition group headquartered in Iraq was bombed purportedly by Iranian agents. The contradictory signals could be due to the Iranian conservatives' adamant opposition to reconciliation with Iraq or the West.
