33-year-old would live in West Allis halfway house under plan

A man who spent the past 11 years in a state mental hospital undergoing treatment for disorders that led him to toss a woman to her death off the 6th St. viaduct will move into a West Allis halfway house this summer, under a release plan tentatively approved Tuesday by a judge.
