STATE SENATOR Stephen F. Lynch emerged from last month's tough Democratic primary looking and sounding fit to go to Washington. The Globe endorsed another Democrat in that seven-person primary. But in the general election next Tuesday, Lynch has the strongest issue positions. This page endorses his effort to succeed the late J. Joseph Moakley in the 9th Congressional District.
