BRING UP TWO PARTICULAR issues on the November ballot, and I'm prepared to give you an earful of thoughts. The measures -- the proposal to give Arkansas Casino Corp. an unregulated monopoly to reap millions of dollars from casino operations and an initiative to specify spending priorities for the $1.6 billion tobacco settlement -- still face the all-too-common possibility of removal from the ballot by the Arkansas Supreme Court.
