This is President Clinton's "Great White Fleet" moment. President Theodore Roosevelt dispatched that boldly painted armada in 1907 to circumnavigate the world as a show of U.S. power. When Congress balked at appropriating the funds, TR famously said, "I have the money to send them halfway around the world - let Congress bring them back." In a similar fashion, Clinton sent U.S. troops to Haiti. Bully! Congress was against it. Most of the country was, too.
