BOSTON Harbor has come a long way since the 1980s, when it was a national environmental disgrace. Still, the new executive director of the Massachusetts Water Resources Authority, Fred Lasky, will need to keep the pressure on to remind the public, the Legislature, and local officials of the vital importance of water and sewer maintenance well into the future.
