James H. Baxter Jr., 79, a medical director in the U.S. Public Health Service who retired from the National Institutes of Health as a research scientist, died of a heart ailment May 5 at his home in Bethesda. Dr. Baxter was born in Ashburn, Ga. He graduated from the University of Georgia and received a medical degree from Vanderbilt University. He did his medical internship at Johns Hopkins. During World War II, he did special studies in tropical diseases at Walter Reed Army Hospital in Washington and in Honduras, Costa Rica and Guatemala.
