Virginia retailers are waging war on shady shoppers who attempt to forge or counterfeit coupons to get discounts.
In the age of personal computers and color copiers, thieves are altering the value on coupons and changing the products shown on them to inflate their value.
"What we're finding is this type of forgery is brand new," said Margaret Ballard, vice president of public affairs for Retail Alliance, a regional retail merchant association for Hampton Roads. "It's a forgery that can be done on the computer now and is really hard to combat."
