WATERWORKS have become a competitive accessory in Bethesda. Forget those tabletop fountains and aquariums that used to be so diverting; we're talking major humidity levels. Tako Grill has a bathtub-size rock pool, Green Papaya a bar-back of weeping tile, and now Penang has upped the ante by installing an entire wall of running water the length of the dining room.
