Selective in-migration of foreigners, either on a permanent or temporary basis, bring with it the advantage of an immediate boost to the productive work-force both in terms of numbers and the age and quality of workers required. This would be obtained at minimal financial costs to the receiving country because, unlike newborns, investment in their health and education would have been borne by the migrants' countries of origin.
