VIRGINIA BEACH - In the hot days of September, Sam Reid yanked the "I uE0AA Jet Noise" sticker off his truck. It's not that the Oceana Gardens civic leader, who put 20 years in the service as a submarine-chaser, had suddenly turned anti-Navy.
