I was amused and saddened by the news that the Department of Health and Human Services proposes insurance for fetuses [front page, Feb. 1]. The article explained that a state-federal collaboration covered children from birth to age 19. In order for low-income pregnant women to get health care, they needed to obtain a federal waiver. So, as I understand it, according to the Bush administration, a fetus has a right to health care, yet a low-income pregnant woman does not? Unbelievable!
