The planned 490 km-long Tomei Meishin expressway will provide a high-speed road link between the Japanese cities of Tokyo and Kobe with three lanes in each direction with full shoulders. The highway alignment passes through mountainous areas causing tunnels to account for about 20% because of the need to keep a reasonably fiat profile. The number of tunnels planned is 100 with a total length of around 128 km. These have a large, flattened cross-section of approximately 200 [m.sup.2] and an excavation width exceeding 18 m.
