Galo Plaza Lasso, Ecuador's elder statesman and former secretary general of the Organization of American States, died in Quito Jan. 28 of heart ailments. At 80, he was still busy at his chosen task of seeking to reconcile the often conflicting interests of Latin America and the United States. Mr. Plaza's last post was cochairman, with Ambassador Sol M. Linowitz, of the Inter-American Dialogue, which since 1982 has issued reports aimed at inducing the Reagan administration to reconsider its policy of intervention in Nicaragua.
