The thin veneer of Peruvian democracy that Bush Administration officials have desperately been polishing has finally rubbed off. Although the United States has insisted that military aid to Peru will bolster democracy and fight drugs, it has now become embarrassingly transparent that Peruvian President Alberto Fujimori and his military backers--not drugs--are the greater menace to democracy in Peru.
