The Spitzer administration unveiled its long-awaited plan for Penn Station (below) and surrounding blocks last week, a project designed to create a new transportation hub and spur a vast new retail and office complex on the scale of Rockefeller Center.
However, the Empire State Development Corp. may have dealt the project a setback by omitting details. Missing are a cost estimate, architectural drawings and an agreement about the terms under which Madison Square Garden would move into the James A. Farley Post Office annex.
