For Brian Tarolli, the pleas to Syracuse City Hall were always made without much hope.
Every week, Tarolli would call city officials. He would ask them to knock down an abandoned mansion at 770 W. Onondaga St., next to his own home. He would talk about the rats he saw inside the disintegrating landmark. He would talk about gaping cavities where windows used to be. He would promise to move ahead with his own restoration plans if the city would only flatten the old house.
