KHODZHENT, Tajikistan -- Warring factions in Tajikistan declared a truce yesterday and called for an end to the civil war that has cost thousands of lives and left 100,000 people homeless. Meanwhile, border guards caught eight Tajiks smuggling weapons into Tajikistan from neighboring Afghanistan, the Itar-Tass news agency reported. Arms from Afghanistan have fueled the fighting in this former Soviet republic.
