Ann Devroy's article regarding Fred Bush's qualifications to represent the United States as ambassador to Luxembourg {"Envoys Without Experience," July 18} fails to recognize his extensive experience in foreign relations. Fred Bush represented then-vice president George Bush in approximately 40 countries, in the capacity of deputy chief of staff. During that period he worked with U.S. ambassadors in preparation of official vice presidential visits.
