IN "BROKEN ENGLISH," New Zealand is still run by descendents of the original British colonizers, but they've faded into the background. In this movie, the new political dynamic is about poorer, more recent immigrants, such as Croats and Chinese, all vying for a piece of the Kiwi soil.
