BRUSSELS - European Economic Community foreign ministers, seeking to lay the groundwork for an EEC summit agreement this week, reported little progress yesterday in talks on farm policy reforms. The ministers also tackled other divisive issues that will face the 12 national leaders at their summit in Copenhagen starting Friday, including a proposed doubling of aid to poorer member countries.
